On the morning of May 8, Shenma Shares held a warning education meeting on the “May 4” Liuyang Huasheng explosion accident and the “May 2” Lingbao fire accident on the second floor of the East Annex Building. The meeting conducted an in-depth analysis of the tragic lessons learned from the two accidents and urged all production units within the nylon business segment to earnestly study General Secretary Xi Jinping’s important instructions and directives on work safety, thoroughly identify shortcomings and weaknesses in enterprise safety management, and rigorously implement work-safety measures.
Guo Xuanzheng, Deputy General Manager of Shenma Shares, attended the meeting. Shenma Shares Safety Production Department and Safety officers from all units within the Nylon Division attended the meeting.
The meeting screened educational warning videos on the “Post-Event Review of the Major May 4 Explosion in Liuyang, Hunan” and the “May 25 Extraordinarily Serious Fire at the Kangleyuan Senior Apartment in Lushan County, Henan.” It summarized the basic facts, direct causes, underlying problems, and painful lessons learned from the two incidents—the May 4 Liuyang Huasheng explosion and the May 2 Lingbao fire—and placed particular emphasis on conveying and studying the instructions and requirements issued by General Secretary Xi Jinping and the State Council regarding the Hunan Liuyang fireworks explosion. In addition, the meeting briefed attendees on the handling of responsible individuals by the Supreme People’s Procuratorate as of the present time.
Safety officers from all units within the Nylon Division reported on the implementation of measures such as cautionary education for personnel, identification and rectification of safety hazards, on-duty arrangements for cadres, summer “three-prevention” control, and emergency response drills for accidents.
The meeting pointed out that the particularly serious “May 4” explosion in Liuyang, Hunan Province, has once again sounded the alarm on safety. All units must deeply learn from the lessons of this accident, We must earnestly elevate our political awareness, clearly recognize the substantial economic losses and far-reaching social repercussions that workplace safety accidents inflict on enterprises, and, during this critical period marked by the provincial Party committee’s inspection and special audit, re-deploy and re-implement workplace safety efforts to resolutely uphold the bottom line and red lines for workplace safety.
The meeting emphasized that safety officers at all units must firmly assume their supervisory responsibilities, conduct comprehensive self-inspections and self-corrections, and rigorously hold individuals accountable for safety issues arising within their respective units in accordance with the nature of the issue, the circumstances, and the extent of its impact. They are also required to vigorously address identified problems and to establish and refine a closed-loop management mechanism encompassing “identification—rectification—verification—consolidation.” The Safety Production Department of Shenma Co., Ltd. is tasked with fulfilling its safety oversight duties, strengthening supervision and control over safety management bodies at all levels and across all units, fully leveraging the safety management responsibilities at each level, pooling efforts to achieve synergy, and establishing a comprehensive oversight and management system that extends horizontally to every relevant department and vertically to every operational level, thereby ensuring full coverage, zero blind spots, and no loopholes in safety oversight work.
The meeting emphasized that safety management must not only be rigorous and stringent but also grounded in scientific control. It is essential to recognize that safety management is a predictable and controllable science: by thoroughly analyzing the physicochemical properties of materials, systematically summarizing typical production processes, carefully identifying on-site safety risks, and strictly adhering to rules and regulations, accidents can be effectively prevented. We must resolutely address complacency toward safety and habitual violations, conduct detailed analyses of issues and hazards identified during monthly inspections, pinpoint recurring and persistent problems, and organize targeted remediation efforts across all units to substantially enhance the enterprise’s inherent safety level.
Next, Shenma Shares will focus on Conduct inspections of fire hazards and fire emergency facilities in key areas such as the tank farm, material warehouse, and temporary prefabricated buildings. Specialized fire safety inspection.
