From August 4 to 5, the Discipline Inspection Commission of the Tire Cord Fabric Company, in collaboration with the General Office, the Safety and Environmental Protection Department, and the Production Technology Department (Dispatch), formed an inspection team to conduct a comprehensive, “grid‑style” oversight and compliance check at both the Tire Cord Fabric Development Company and the Tire Cord Fabric Company.

The inspection team reviewed the annual flood‑control work plan and emergency response plans at the command center, gaining a detailed understanding of how flood‑response drills were organized and conducted. They also used walkie‑talkies to contact on‑duty personnel at various grassroots units, verifying that staff were present and on duty.

The inspection team conducted on-site safety production checks, focusing on reviewing meeting minutes and learning records from grassroots units documenting their study and implementation of General Secretary Xi Jinping’s important expositions on disaster prevention, mitigation, and relief; minutes of meetings on flood‑control and drought‑resistance work, along with work plans and emergency response plans; the status of implementing corrective measures drawn from lessons learned from the “7·20” extreme rainstorm disaster in Zhengzhou; and verifying, item by item, whether early‑warning responses were timely, inter‑agency coordination was efficient, and information reporting was accurate and standardized. The team also carried out field inspections of critical infrastructure and key areas, including power supply systems, utility tunnels, drainage and flood‑control facilities, and command‑and‑dispatch centers; verified on site the types, quantities, storage locations, and transportation routes of flood‑control supplies; and assessed the operational condition of drainage and flood‑control facilities, risk‑point management, and the effectiveness of flood‑season protective measures. In addition, the team employed a “four noes and two straights” approach to conduct unannounced checks of duty‑roster and on‑call arrangements, examining compliance with the 24‑hour dedicated‑staff duty system and the presence and attendance of personnel on duty; inspected the implementation of flood‑control measures in priority areas, and confirmed whether patrol frequencies had been increased and hazard identification and remediation were being carried out dynamically.

Based on the findings of this inspection, all units have generally implemented the 24-hour duty roster and leadership on‑duty systems; each has developed work plans and emergency response measures for extreme weather conditions, and the stockpiling and availability of flood‑control supplies are in good order.

Going forward, the company’s Discipline Inspection Commission will rigorously implement the work requirements of both the Group’s Discipline Inspection Commission and the company’s Party Committee, urging Party members, cadres, and managerial personnel to continuously strengthen their awareness of red lines and firmly adopt a bottom-line mindset, thereby fully fortifying the company’s defenses against floods and droughts and ensuring safe production. It will also steadily intensify the scope and frequency of oversight and inspection, leveraging robust supervision to ensure that functional departments fulfill their regulatory responsibilities and that grassroots units effectively translate policies into concrete actions, thus safeguarding the company’s high-quality development through a stable and secure operating environment.
