After more than 420 days of continuous operation, Recently, Hydrochemical Company is carrying out the 2026 annual comprehensive shutdown and overhaul of its plant systems as scheduled, with all related tasks now fully underway.

This overhaul represents an unprecedented undertaking, encompassing a total of 1,094 maintenance tasks. Concurrently, it includes the first-ever periodic inspections of 339 pressure vessels and 2,599 pressure pipelines, as well as systematic overhauls of the three major air‑separation units and various core compressor trains. It is the largest and most comprehensive plant‑wide overhaul since Hydrochemical Company commenced operations. Grounded in three core objectives—safe production, green and low‑carbon operations, and cost reduction with efficiency gains—the company adheres rigorously to its “Four Zeros, Seven Essentials, Nine Degrees” refined management system. By coordinating efforts across multiple dimensions—including organizational deployment, safety control, quality oversight, material supply, and logistical support—the company has mobilized all personnel to the front lines, fostering round‑the‑clock, collaborative problem‑solving. With high standards, stringent requirements, and concrete measures, it is ensuring the successful implementation of all overhaul tasks, thereby laying a solid foundation for the enterprise’s high‑quality development.

Precision planning and coordination to establish an integrated operational framework. This overhaul involves complex procedures, extensive scope, numerous operational risks, and significant challenges in ensuring safe and reliable execution. To guarantee that the maintenance work proceeds in a standardized, orderly, and efficient manner, the company has placed Party building at the forefront of the entire overhaul process, fully leveraging the Party Committee’s coordinating and guiding role. Through proactive planning and meticulous deployment, the company has established a specialized overhaul organizational structure characterized by clear hierarchies, well-defined responsibilities, and seamless inter‑departmental collaboration. The company has set up a dedicated Overhaul Work Leading Group, an On‑site Command Center, and specialized maintenance teams for each discipline, precisely delineating job duties, refining task lists, and reinforcing accountability at every level. In parallel, it has formed multiple Party member task forces and Youth Task Forces, mobilizing young core personnel and Party members as vanguard teams to tackle the most challenging aspects of the project. Supporting these efforts, the company has established specialized service stations for on‑site medical assistance, logistical support, technical expertise, and material coordination, thereby creating an integrated operational framework of “unified dispatch, tiered responsibility, full participation, and end‑to‑end assurance.” This organizational approach effectively eliminates issues such as buck-passing, disjointed execution, and lax management, providing robust institutional safeguards for the smooth and orderly advancement of the overhaul.

Implement strict controls and adhere to the dual‑red‑line maintenance standards. Safety and quality are the core red lines of this overhaul. The company has fully implemented the “Four Zeros, Seven Requirements, Nine Degrees” management standard, embedding meticulous control throughout every stage and process of the maintenance operation. For high‑risk critical procedures—such as work at height, hot‑work operations, equipment disassembly, and system commissioning—the company rigorously enforces a comprehensive management regime that includes work‑permit approval, risk identification, pre‑shift briefings, and continuous on‑site supervision. It conducts thorough inspections and rectifications to eliminate on‑site safety hazards, firmly upholding the safety‑production baseline of “zero accidents, zero violations, zero hidden dangers, and zero deviations.” At the same time, the company has innovatively introduced a daily closed‑loop control mechanism. Through a standardized workflow of “daily planning, daily execution, daily review, and daily corrective action,” it monitors maintenance progress in real time, verifies construction quality, and addresses outstanding issues. Furthermore, it exercises end‑to‑end oversight and verification of maintenance procedures, process standards, and equipment parameters, strictly controlling construction deviations and preventing quality lapses. By adhering to an uncompromising commitment to excellence, the company ensures that every maintenance task is completed to the highest standards.

Targeted efforts to tackle key challenges, strengthening end-to-end assurance capabilities. In light of the current realities—namely, a large volume of imported spare parts, slow delivery of long‑lead‑time items, frequent ad hoc procurement requests, and mounting pressure to ensure supply—the company has taken proactive, front‑line measures to break through bottlenecks. It convened a dedicated task force meeting on material supply assurance, comprehensively mapping out issues across the entire procurement‑delivery‑stocking‑issuance chain and formulating targeted solutions. By establishing a dedicated tracking system for long‑lead‑time spare parts, implementing 24/7 on‑call scheduling, optimizing internal inventory resources, and standardizing end-to-end management of material records, the company has effectively addressed key supply constraints and challenges, achieving precise matching, adequate availability, and efficient allocation of maintenance materials, thereby eliminating concerns that could hinder ongoing repair and construction activities. At the same time, focusing on operational pain points and technical hurdles, the company mobilized its core technical team to tackle specific challenges head‑on. Building on routine equipment maintenance and hazard mitigation, it simultaneously advanced critical initiatives such as process optimization, equipment upgrades, and performance enhancements, striving to address operational shortcomings and elevate the level of intelligent, high‑efficiency equipment operation.

All staff are online, ensuring seamless, end-to-end logistical support. At the overhaul site, Party flags fluttered and spirits were high. All cadres and employees remained steadfast at their posts, working around the clock with unwavering determination. Party members and cadres took the lead, setting an example and guiding the way, while young key personnel stepped up to shoulder responsibilities and spearheaded efforts through concrete action. This created a strong construction atmosphere of unity from top to bottom and collective commitment to overcoming challenges. At the same time, this major overhaul adhered to the working philosophy of “strict quality control in maintenance and warm, attentive service for frontline workers.” Leveraging a coordinated mechanism involving Party, government, trade unions, and youth organizations, a comprehensive, finely-tuned logistical support system was put in place, harnessing caring services to rally the entire workforce behind the drive to tackle tough tasks. At each work site, grassroots trade unions established on‑site service stations, dynamically adjusting support plans in response to weather changes and flexibly reallocating supplies. They routinely delivered drinking water, heat‑stroke prevention medications, emergency supplies, and other essential items to frontline maintenance staff. Dedicated personnel were also assigned to shuttle between work areas, promptly addressing employee needs and swiftly responding to frontline requests, ensuring full coverage of services and eliminating any gaps in support. In this way, all maintenance workers truly felt the company’s care, further strengthening the powerful synergy of unified effort and pragmatic progress.

Going forward, Hydrochemical Company will remain firmly focused on the core objectives of the overhaul, further deepen its refined management standards, and rigorously control safety, quality, schedule, and integrity. The company will continuously optimize construction plans, strengthen collaborative problem-solving, and refine supporting measures, ensuring the high‑quality, efficient completion of all maintenance, technical upgrades, and hazard‑remediation tasks. By doing so, it will comprehensively enhance the safety and stability of production units, improve operational efficiency, and elevate their green and low‑carbon performance, thereby injecting strong momentum into the enterprise’s sustained, healthy, and high‑quality development.
