Recently, Shenma Shares formulated the “Implementation Plan for ‘Posting Bounties and Appointing Leaders’ Project Management.” By adopting a more flexible and open approach to talent selection and implementing a more precise and efficient performance evaluation mechanism, the company is deeply aligning project development with talent cultivation, as well as linking project outcomes closely with employee interests, thereby accelerating the enterprise’s achievement of major technological breakthroughs and industrial optimization and upgrading.
Under the “Posting the Challenge and Appointing the Leader” initiative, each production unit within the nylon sector will initiate projects based on their specific circumstances, focusing precisely on areas such as process optimization, equipment upgrades, energy consumption control, and digital and intelligent transformation. By leveraging technological upgrades to break through production bottlenecks and using production innovation to strengthen the foundation for sustainable development, these units will implement and effectively execute various measures to optimize production processes, thereby helping enterprises continuously improve in terms of "ensuring safety, controlling costs, and enhancing quality."
The New Nylon Materials Research Institute categorizes “Challenge-Based, Leadership-Driven” projects. Based on dimensions such as project difficulty, the extent of results’ promotion and application, and the level of economic benefits, the projects are divided into four levels—A, B, C, and D. The higher the project’s level, the greater the technical challenges involved, and the more generous the one-time reward granted upon achieving the project’s targets. Furthermore, for projects that generate economic benefits, an additional share of excess profits will be provided over a consecutive three-year period, proportional to the net profit margin corresponding to the project’s level.
Each grassroots unit, as the primary entity responsible for the “Posting the Challenge and Appointing the Leader” initiative, shall organize and carry out activities such as soliciting needs based on actual production conditions, publicly posting challenges, and accepting applications to take on these challenges. They must also clearly specify information including the project name, affiliated unit, current production status, expected performance, implemented measures, completion date, and the team taking on the challenge. After review and approval by the person in charge of Shenma Shares, each unit will commence project implementation and comprehensively manage and control factors such as schedule, quality, and cost.
After the completion of the “Posting the Challenge and Appointing the Leader” project, the grassroots units will collate the project outcomes, organize internal evaluations, and prepare the acceptance application and report to be submitted to the Nylon New Materials Industry Research Institute. The Institute will then organize experts from the Shenma Shares Technical Committee to conduct the review and acceptance. Once the acceptance results are reported to the company’s responsible person for review and approval, incentives will be implemented and disbursed based on the assessment results.
“‘Posting the Challenge and Appointing the Leader’ is an important institutional innovation that can break down barriers related to qualifications, age, and past achievements in cultivating scientific and technological talent. It encourages grassroots science and technology professionals—those who are eager to delve deeply into research, brave enough to tackle tough problems, daring to innovate, and diligent in practical application—to take center stage in technological transformation and innovation, thereby helping enterprises enhance quality and boost efficiency.” The head of the New Nylon Materials Research Institute said.
Currently, the “Posting Bounties and Appointing Leaders” system has been widely adopted and promoted across multiple units within the Group, yielding remarkable achievements. Several production units in the nylon sector have also enhanced their production efficiency and operational profitability by implementing this system. As the “Posting Bounties and Appointing Leaders” system continues to be rolled out throughout the entire sector, it will undoubtedly further unleash the innovative vitality of grassroots talents in each production unit, thereby accelerating Shenma Shares’ transformation and upgrading and promoting its healthy development.
