Personnel on Site, Responsibilities Online: Shenma Shares Implements Strict On-Duty Management for Cadres

Recently, Shenma Shares issued the “Notice on Further Standardizing On-Duty and Supervisory Duty Work in All Units” (hereinafter referred to as the “Notice”), aiming to standardize, Institutionalization, Standardized management systems reinforce the duty and on-call responsibilities of leading cadres, enhance the ability to respond to and manage production-related emergencies, and establish a solid safeguard for the safe and stable operation of enterprise production.

The Notice sets forth clear provisions in four areas: staffing, submission and approval of plans, personnel transfers, and accountability.

With regard to staffing, all units are required to assign at least one qualified professional who is proficient in safety and production to daily on-duty shifts, thereby ensuring that emergency response and coordinated command can be effectively carried out when emergencies arise.

With regard to the submission and approval of shift schedules, all units are required to submit their on-duty and shift-leader schedules in advance to the Safety Production Department of Shenma Co., Ltd. Only after review and approval may the schedules be submitted and implemented in accordance with standard procedures. No unit shall submit or implement monthly on-duty schedules without prior review and approval.

With regard to personnel exchanges, on-duty and shift-leader personnel shall, in principle, not be reassigned at will. If reassignment is necessary due to special circumstances, prior approval must be obtained from the Director of the Safety Production Department of Shenma Co., Ltd. in accordance with the relevant procedures. Following any personnel exchange, the duty roster must still ensure that at least one member is thoroughly familiar with safety production practices.

With regard to accountability, on-duty personnel are required to strictly adhere to their duties and conscientiously perform all specific tasks during their shift. The General Office and the Safety Production Department of Shenma Shares will conduct unscheduled spot checks and issue public notifications on the on-duty arrangements of all units. Any failure to assign on-duty personnel in accordance with regulations, to comply with the reporting, review, and filing procedures, or to remain at one’s post and fulfill one’s duties during the shift will be subject to specific disciplinary measures based on the severity of the circumstances and will be incorporated into the annual safety performance evaluation.

“Properly organizing and managing the on-duty and shift-leadership responsibilities of leading cadres enables rapid response to all types of emergency hazards, effectively enhances on-site management, and constitutes a crucial component of safe production in hazardous chemical enterprises,” said the head of the Safety Production Department at Shenma Shares. “The issuance of this Notice further refines the cadre on-duty system and sets out more specific requirements for standardizing and implementing on-duty and shift-leadership duties across all units.”

Going forward, Shenma Shares will rigorously adhere to the provisions of the Notice, conduct routine supervisory inspections, and promptly identify and rectify any shortcomings or vulnerabilities in the on-duty arrangements for cadres. At the same time, the company will conscientiously organize and implement risk management and control, hazard remediation, staff training, and emergency response drills, thereby establishing a solid safety foundation for the enterprise’s sound development.
