To ensure effective summer “three‑prevention” measures and maintain stable, orderly operations during the flood season, Shenma Shares recently issued the “Notice on Adjusting the Special Flood‑Control Task Force,” emphasizing early planning, proactive identification of facility hazards, and timely stockpiling of specialized supplies. The company has also established a four‑tier flood‑control system, adopting a proactive, responsible approach and implementing practical, action‑oriented measures to strengthen facility management and emergency response, thereby building a robust safety barrier for production during the flood season.

The four-level emergency response mechanism, in ascending order of severity, comprises Level IV (blue), Level III (yellow), Level II (orange), and Level I (red). The activation criteria, responsible personnel, response measures, and operational priorities vary across these levels to align with the specific safety‑prevention requirements for different types of flood situations.

Level IV (Blue) emergency response applies when the Group or the local government activates a Level IV flood‑control response, or when the Meteorological Bureau issues a Level IV heavy‑rain warning, among other potential hazards. The Shenma Shares Flood‑Control Task Force immediately activated the emergency plan, reinforced on‑duty staffing, and analyzed meteorological data. All units strengthened emergency dispatch and on‑duty arrangements, prepared flood‑control supplies, and increased the frequency of routine inspections in key areas and at critical equipment.

Level III (Yellow) emergency response applies when the Group or the local government activates a Level III flood‑control response, when the Meteorological Bureau issues a Level III heavy‑rain warning, or when flooding results in 1–2 people being trapped on the factory premises or other hazardous situations. The Shenma Shares Flood‑Control Task Force immediately activates the emergency plan, strengthens emergency dispatch and on‑duty arrangements, closely monitors the evolving flood situation, and enhances monitoring and forecasting to ensure precise analysis, accurate early warnings, targeted dispatch, and effective preventive measures. Production unit leaders, together with their management teams, maintain round‑the‑clock on‑site presence, rotating shifts for meals and overnight stays at the plant, while intensifying patrols and inspections of key areas and, if necessary, suspending production and evacuating personnel. Upon receiving information that water ingress into the plant could lead to backflow or entrapment, company leadership promptly departs for the scene to conduct emergency rescue operations and promptly reports the situation to the relevant provincial, municipal, and Group authorities.

Level II (Orange) emergency response applies when the Group or the local government activates a Level II flood‑control response, when the Meteorological Bureau issues a Level II heavy‑rain warning, or when flooding results in 3 to 9 people being trapped on the factory premises or other hazardous situations. The Shenma Shares Flood‑Control Task Force immediately activates the emergency plan; company leaders live and work at the plant, while heads of production units and their leadership teams remain on duty, maintaining round‑the‑clock watch. Production units intensify patrols and inspections of key areas within production facilities, and any equipment located in Level II response zones is promptly shut down and personnel evacuated. In the event of major emergencies such as floodwater backflow or personnel entrapment, company leaders lead teams to the scene to coordinate rescue operations and emergency response efforts, and promptly report the situation to relevant provincial, municipal, and Group authorities.

Level I (Red) emergency response is the highest‑level alert, applicable when the Group or the local government activates a Level I flood‑control response, when the Meteorological Bureau issues a Level I heavy‑rain warning, or when flooding results in more than 10 people being trapped on the factory premises or other critical situations. The Shenma Shares Flood‑Control Task Force immediately activated the emergency plan; company leaders, members of relevant unit leadership teams, and heads of all levels of pertinent business departments remained on‑site, living and working at the plant to maintain continuous vigilance. All potentially hazardous units were shut down, and personnel at their posts were promptly instructed to cease production and evacuate. Company leadership assembled emergency rescue forces, ready to carry out disaster relief, on‑site control, and other tasks at any time, while strictly adhering to requirements for the timely and accurate reporting of abnormal conditions to ensure efficient response.

A spokesperson for Shenma Co., Ltd. stated that hazardous‑chemical enterprises feature complex processes and a high concentration of risk factors, and that during the flood season, risks are characterized by sudden onset, rapid spread, cumulative effects, and significant danger.
